The following questions must be addressed in your essay:
1. Provide evidence (i.e. numbers) of the growing support for organ donations in Canada, yet simultaneously the existence of sizable waiting lists for organ transplants and sadly the many people who die annually while waiting.
2. Discuss how current law, together with advances in technology and improved success rates, has created a growing shortage of transplantable organs in Canada. Provide an economic model (diagram) to aid in your explanation, making sure you identify (by clearly labeling): the demand and supply curves for transplantable organs, the effect of current law on the market price of human organs, and how that law coupled with advances in technology and improved success rates has contributed to a growing shortage and resulting waiting list of transplantable organs.
3. Assess the wisdom of current law by evaluating a policy of allowing payment for organs in a perfectly competitive market. Explain how a competitive market outcome may be efficient (use your diagram in (2) to label the area representing the maximum in net social benefits that can potentially be achievable in a competitive market; and label the area depicting the deadweight loss under current law). While efficient, is the competitive market outcome also equitable? Discuss using ethical and distributive justice arguments. So what do you conclude justifies current law?
4. Discuss how current law in Canada (and similar laws in almost every other country around the world) contributes to a thriving global ‘black market’ in human organ sales. Discuss the host

of abuses in the black market (and hence the justification for minimizing black market
activity).
5. Since cash transactions in organ trade are illegal in almost every country around the world,
efforts to promote organ donations must primarily rely on nonmonetary initiatives. Discuss how enhancing public awareness can help reduce Canada’s organ shortage. Illustrate and explain how these initiatives affect the curve(s) AND shortage of organs in your diagram in (2). Provide supporting evidence (i.e. numbers) of the effectiveness of public awareness campaigns in Canada.
6. It is doubtful whether a system that relies solely on altruistic donation can provide enough to meet growing demand. Discuss the ‘free rider’ problem in the organ donation market and explain how in a market that allows free riding a shortage of organs is to be expected.
7. The free rider problem (and its contribution to the organ shortage) inevitably leads to the inefficient practice of harvesting organs from live donors, while generating much smaller benefits (than potentially possible) by providing typically single (rather than multiple) organs for transplant. Discuss how an integrated system for donating and receiving organs (based on the notion of ‘give and you shall receive’) and operated on an opt-out (versus out-in) basis holds promise for minimizing Canada’s organ shortage. Provide supporting evidence (i.e. numbers) of the potential effectiveness of such a system; and use your diagram in (2) to illustrate the targeted possibility of achieving a market equilibrium in such a system under current law (that makes monetary transactions in organ trade illegal).
